Defense Security Cooperation Agency

The Defense Security Cooperation Agency (DSCA) is the US Department of Defense agency whose mission is to advance US national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the wider US security cooperation enterprise in its efforts to train, educate, advise and equip foreign partners. Its headquarters is in Arlington, Virginia.

Organisation

The agency is led by a director supported by a command senior enlisted leader, a senior advisor and assistant directors for administration and international operations. Its components include the Defense Security Cooperation Service, the Defense Security Cooperation University, the Office of International Operations and the Office of Strategy, Plans and Policy.

Programmes

• Defense trade and arms transfers, including Foreign Military Sales, such as the facilitation of sales of the M139 Volcano system, and Foreign Military Financing, including a 302 million dollar direct loan agreement signed with Albania in cooperation with the Department of State
• Golden Sentry end-use monitoring of transferred defence articles
• Section 333 authority to build partner capacity and the Section 1263 Indo-Pacific Maritime Security Initiative
• Institutional capacity building through the Institute for Security Governance, plus partner outreach and collaboration support
• International training and education, including International Military Education and Training and the Regional Defense Fellowship Program
• Humanitarian assistance, humanitarian assistance transportation and the Humanitarian Mine Action Program
