About Secure World Foundation

The Secure World Foundation (SWF) is a private, non-profit operating foundation dedicated to promoting the secure, sustainable and peaceful uses of outer space for the benefit of Earth and all its peoples. It was established in December 2002 as an endowed family foundation by Marcel and Cynda Collins Arsenault, and has offices at 525 Zang Street in Broomfield, Colorado, and at 1779 Massachusetts Avenue NW in Washington, DC. SWF works with partners in government, industry, international organisations and civil society to develop and promote pragmatic policies and initiatives that safeguard the space environment and expand its benefits, and has been advocating sustainable use of outer space for more than 20 years.

Programmes and publications

  • The annual Summit for Space Sustainability, now in its eighth edition, promoting cooperative solutions for space sustainability
  • The Global Counterspace Capabilities Report, whose 2026 edition, edited by Victoria Samson and Kathleen Brett, compiles publicly available information on the counterspace capabilities of 13 countries, including bodyguard satellites and spaceplanes with co-orbital capabilities, China's likely on-orbit refuelling experiment in 2025, the end of Russia's Luch satellite's travel around the geostationary belt, US policy documents emphasising dynamic space operations and the Golden Dome programme, and cooperative rendezvous and proximity operations by the UK and France with the United States
  • A library of reports, guides and event recaps, annual reports from 2018 to 2025, and a newsletter covering events in Colorado and Washington, DC
  • Participation in international forums such as ITU Working Party 4A in Geneva, the US Space Forum in Vienna, the New York dialogue to strengthen the Outer Space Treaty and McGill University's strategic space law course

Governance

SWF is led by its co-founder, board chair and president, and advised by an advisory committee that includes a minister counsellor at Costa Rica's permanent mission to the United Nations, a former director of the US Office of Space Commerce, the general counsel of COSPAR and former acting director of UNOOSA, the executive director of Intersputnik and a senior policy executive from Slingshot Aerospace. The foundation argues that space is not the sole domain of militaries and intelligence services, that the global economy depends increasingly on space capabilities, and that a more open public debate on space security is urgently needed.
