Persistent Systems

Persistent Systems is a defence technology company that supplies mobile networking solutions for military, first responder, government and commercial markets. It engineers and manufactures its Wave Relay MANET (mobile ad hoc network) and Cloud Relay technology to carry voice, video and situational awareness in contested and congested environments.

The company says its technology turns UAVs, unmanned ground vehicles, cameras, sensors and people into a connected fabric that streams audio, video and data in urban, subterranean, mountainous and maritime environments. Its security page shows Common Criteria certification.

Origins

Persistent Systems was founded by Herb Rubens and David Holmer. As undergraduates at Johns Hopkins they began a Distributed Systems class project on better wireless connectivity, developed an early MANET routing protocol, and simulated the Wave Relay MANET with 5,000 mobile radios. They built a 100-radio test bed at the university before founding the company.

In 2026 Persistent Systems was named to the Inc. 5000 list of fastest growing companies and became the Official Tactical Communications Partner of the Army-Navy Game under a four-year partnership.
