International Civil Aviation Organization
International standards for civil aviation
About International Civil Aviation Organization
The International Civil Aviation Organization (ICAO) is the intergovernmental body through which states cooperate on international civil aviation under the International Civil Aviation Convention. Based in Montreal, Canada, ICAO develops the specifications and standards that states and industry align with, from air traffic management to traveller identification, and brings governments and industry together at its symposia and assemblies.
Strategic goals
ICAO's site sets out its strategic goals:
- Every flight is safe and secure
- Aviation is environmentally sustainable
- Aviation delivers smooth, accessible and reliable mobility for all
- The International Civil Aviation Convention and other treaties, laws and regulations address all challenges
- The economic development of air transport assures the delivery of economic prosperity and societal well-being for all
Current work
Recent news on the site reports international talks accelerating improvements to global air traffic, with air traffic flow management enhancing safety, efficiency and sustainability in response to growth in passenger demand and increasing complexity. ICAO's 21st TRIP Symposium, held in Montreal, brought together more than 600 government officials and industry leaders from 70 countries and seven international organisations, who reported progress on traveller identification programmes using multimodal biometrics, automated gates and contact-free border processing. Participants concluded that alignment with ICAO specifications and standards, and interoperability between systems, are key to rolling these technologies out worldwide.

ICAO is listed as a speaker at the ALTA AGM and Airline Leaders Forum 2026 and the IATA World Legal Symposium 2027, and as a participant in the World Aviation Festival 2026 and Airspace World 2027.
