IAOPA
Global federation of aircraft owner and pilot associations since 1962
About IAOPA
The International Council of Aircraft Owner and Pilot Associations (IAOPA) is a non-profit federation of nearly 100 autonomous, non-governmental national general aviation organisations that has represented general aviation interests around the world since 1962. It was founded in February 1962 by Doc Hartranft and Victor Kayne after AOPA leaders in Australia, Canada, the Philippines, South Africa and the United States concluded that general aviation received too little attention at the International Civil Aviation Organization; in 1964 IAOPA was accepted as the sole general aviation observer at ICAO proceedings, a role it still holds. Its headquarters are at 421 Aviation Way, Frederick, Maryland, where James W. Coon serves as secretary general and Scott Verstandig as programme director.
Mission
- Facilitating the international movement of general aviation aircraft for peaceful purposes and increasing the utility of general aviation aeroplanes for personal and business transport
- Integrating member views on international standards, recommended practices, procedures, facilities and services, and representing them at ICAO, the World Meteorological Organization, the International Telecommunication Union, the European Union, Eurocontrol and the European Civil Aviation Conference
- Promoting flight safety, efficiency and utility, encouraging affiliates to work with national authorities for enlightened regulation and adequate facilities, and supporting the collection of general aviation statistics
Accomplishments and governance
IAOPA's work with international bodies has helped mandate improved general aviation facilities at international airports, secure validation of private pilot licences by foreign countries, separate general aviation from airline requirements with dedicated operational guidelines, revise the world airspace classification system, restructure ICAO pilot licensing, permit VFR and mixed VFR and IFR operations in controlled airspace, reduce avionics equipment burdens and shape the Future Air Navigation System. The federation is governed by an executive board of affiliate chief executives meeting at the biennial IAOPA World Assembly, which issues resolutions and policy statements, with regional vice presidents and regional meetings; affiliates pay dues according to membership. Affiliates listed on its site range from AOPA Andorra, Argentina, Australia, Austria and Bangladesh to Belgium, Brazil, Bulgaria, Canada's COPA, Chile, China and Colombia.
